Thailand's 56-1 One Report explained
How the SEC's Form 56-1 One Report carries ESG and greenhouse-gas disclosure, who files it, and what the announced ISSB phase-in would change.

Thailand’s listed-company sustainability disclosure runs through a single filing: Form 56-1 One Report, made under a Capital Market Supervisory Board notification and filed annually by securities issuers. A second layer — alignment with the ISSB Standards — has been approved in principle and dated, but not yet enacted. This explainer separates the two.
What it is
Form 56-1 One Report is a consolidation, not a new report. On 1 September 2020 the SEC amended its regulations to merge the annual registration statement (Form 56-1) and the annual report (Form 56-2) into one document.1 The SEC describes it as presenting how a business is operated under ESG principles — for example policies, goals and ESG-oriented performance, greenhouse gas emissions, and respect for human rights.1
The governing instrument is Capital Market Supervisory Board Notification No. TorJor. 44/2556 on the rules, conditions and procedures for disclosure regarding the financial condition and operating results of securities issuers. The SEC’s One Report page identifies it as the governing rule, most recently amended by Notification No. TorJor. 48/2568 (No. 30), with the current form annexed to that amendment.2 The same page publishes the supporting material the regime relies on: a greenhouse-gas reporting manual for listed companies, a completeness checklist for the form, FAQs and ISSB training material.2
Who it binds
The filing obligation sits with the securities issuers governed by Notification No. TorJor. 44/2556, which the SEC’s One Report page identifies as the governing rule for the form.2
The announced ISSB phase-in draws a narrower and more explicit perimeter. It covers listed companies of Thai or foreign incorporation and companies making an IPO — excluding non-listed companies, issuers and companies listed on LiVEx — together with REITs listed on SET, infrastructure trusts listed on SET, property funds and infrastructure funds.3
Dates
The One Report itself is long settled. It became effective from the financial period ending 31 December 2021, is due within three months of the end of the financial period, and is used for registration-statement filings from 1 January 2022; disclosure of greenhouse gas emissions became compulsory in registration-statement filings from 1 January 2021.1
The ISSB layer is dated but conditional. On 28 November 2025 the SEC announced that, following a public hearing, it had decided to maintain sustainability disclosure principles aligned with the ISSB Standards, requiring listed companies to apply IFRS S1 and IFRS S2.3 Its published timeline gives effective timelines and first reporting periods of 2027 and 2028 for SET50 companies, 2028 and 2029 for SET100 companies, 2029 and 2030 for all companies on SET including IPOs, and 2030 and 2031 for all companies on mai and for REITs, infrastructure funds, infrastructure trusts and property funds including IPOs.3
That timeline is an announced principle, not an in-force rule. The revised scope of reporting entities and effective timelines were approved by the Capital Market Supervisory Board in November 2025, and in the same release the SEC stated it was in the process of amending the relevant regulations and other related documents.3 The SEC describes the enhancement as being carried out through a public consultation process, amendments to relevant regulations, and updates to the disclosure requirements in Form 56-1 One Report-S or other related documents.3 As at that November 2025 release the amending notification had not been published, and no later amending notification was located from an SEC source at the retrieval date.
Thresholds
This regime has no emissions or revenue threshold. Scope is decided by listing status and index membership. SET50 companies are those classified as SET50 constituents in the December 2026 Index Review, and SET100 companies those classified as SET100 constituents in the December 2027 Index Review — so the population for each wave is fixed by an index review held before that wave begins.3 Companies on LiVEx are excluded from the reporting mandate, as are non-listed companies.3
What is measured is narrowed instead of thresholded. In the initial phase the SEC will implement a climate-first approach focusing on disclosure of Scope 1 and Scope 2 GHG emissions accompanied by standardised assurance, with a phased-in application of the standards and transition relief measures.3
Verification standard
The SEC names the assurance requirement but not a single accredited pool. Listed companies are required to engage assurance providers, which may be verifiers registered with the Thailand Greenhouse Gas Management Organization (TGO) or other verifiers that conduct assurance in accordance with internationally accepted assurance standards.3 The phrase the release uses for what the assurance must deliver is standardised and reliable assurance accompanying the Scope 1 and Scope 2 disclosure.3
For the current form, the SEC’s own greenhouse-gas reporting manual for listed companies is published alongside it on the One Report page.2 The wording of the verification items inside the form annexed to Notification No. TorJor. 48/2568 is not reproduced here: the annexed form could not be retrieved at the retrieval date, so this explainer states only what the SEC’s releases and its One Report page state.
What an organisation on ESGOS can do
A Thai organisation can find its listing in the directory and claim it from its profile page, or get listed and attach what this regime produces: the filed One Report, the greenhouse-gas inventory behind its emissions disclosure, and any assurance statement over Scope 1 and Scope 2 emissions, with the standard the assurance provider worked to. The verifiers directory lists accredited verification bodies drawn from national accreditation registers, including verifiers registered with TGO, so a reader can see which body checked what. The exposure check at /en/exposure-check shows which regimes reach a given product and market, which matters for a listed exporter carrying obligations beyond this filing.
